What It Actually Costs to Move a Pet to Panama (Not the $500 Everyone Quotes)

Ask in any Panama expat group what it costs to move a pet, and you'll get "$500, maybe less." That number gets repeated so often it's treated as fact. It isn't β€” it's usually the cost of one or two line items, not the whole list.

The documents β€” required no matter what

  • Vet health certificate: $85–$250. Must be endorsed within 10 days of travel for commercial airlines (Panama's MIDA itself allows up to 30 days, but the airline's 10-day rule is the one that actually governs your trip).
  • USDA/CFIA federal endorsement: $38–$80. A federal vet endorses the health certificate your vet already signed.
  • Consulate authentication: $30–$100. Apostille or Panamanian consulate stamp β€” only required if a consulate exists in your state; otherwise the Apostille alone covers it.

Doing it yourself adds a shipping cost most people forget

If you're managing your own documents (not paying a relocation service), you'll likely need overnight shipping to get your certificate to USDA and back, then to the consulate and back again. That's $50–$130 in FedEx fees alone β€” a cost that disappears entirely if a relocation service handles the relay for you, which is part of why DIY isn't always actually cheaper once you account for your own time.

Airline fees β€” cabin vs. cargo is the biggest swing

  • Cabin (small pets): $125–$200 airline fee, plus a $30–$120 IATA-compliant soft carrier.
  • Cargo (larger pets): $200–$1,000 depending on size, plus a $50–$500 IATA-approved hard crate (metal hardware required β€” plastic nuts and bolts are rejected at drop-off).

Arrival in Panama

A mandatory government vet inspection at Tocumen (PTY) runs $30–$75. If you're using MINSA's Home Quarantine Request, doing it yourself by emailing cam@minsa.gob.pa is free β€” fixers charge $0–$75 for the same paperwork.

If you're paying for help

  • Document concierge (partial service): $500–$1,500. They manage the USDA/consulate relay; you still handle vet visits and flights yourself.
  • Full-service relocation: $2,000–$4,200 for 1–2 pets, all-in, per community-reported pricing.
Add it up for one cabin pet doing everything yourself: roughly $390 on the low end to about $955 on the high end β€” and that's before microchip ($0–$75) and rabies updates ($0–$35) if either is needed. The $500 figure isn't wrong for every single line item; it's wrong as a total.
